I can no longer access my @somd.us account using Microsoft Outlook (or other email program)

Google is constantly tightening up security. They consider apps like Outlook less secure since there is no 2 factor authentication. There are some things you can do to resolve the issue:
1) Get what they call an application specific password just to use with Outlook. Go to the following page for instructions on how to do this:

2) Enable access for so-called less secure apps. Go to the following page and review your settings. Look for any recent security events and be sure that less secure app access is enabled (see pic below).:
